The Center for Effective Philanthropy (CEP) is a nonprofit research group focused on the development of comparative data to enable higher-performing foundations. In spring 2008, Blue Shield of California Foundation engaged CEP to survey grantees, gathering anonymous feedback about various components of the foundation’s work, including grantmaking processes, communications, and overall impact. The resulting grantee perceptions were then compared to those of other foundations across the country and compiled into a comprehensive assessment known as the Grantee Perception Report®.
