San Francisco's model health care program is in the legal clear at last. Since inception four years ago, it's lived with a legal challenge over coverage for 53,000 uninsured. The U.S. Supreme Court decided not to take up the appeals court ruling in favor of Healthy San Francisco. Under the program, the city obliges employers with 20 or more uninsured workers to pay into a city-run plan. It drew fire mainly from restaurants - maybe you noticed the "health care tax" on menus - as too costly.
