Clinic Core Support Initiative: Follow-up Evaluation Findings (January, 2010)

In an effort to better understand the impact core support funding has on individual clinics and the safety net as a whole, the Foundation commissioned LaFrance Associates to develop and administer a long-term evaluation plan. In 2007, a baseline assessment was completed and released to the field. This report represents a follow-up evaluation to the 2007 baseline report in order to determine the impacts and trends of core operating support over time.

The unprecedented size and nature of California's budget deficit has prompted budget actions by the Legislature and the Governor that have far-reaching impacts. Every Californian is paying more in taxes and many are seeing reductions in services. This report, presented at a recent convening of Foundation safety net grantees, as well as budget and reform experts, explores why the state finds itself where it does, what was done during the most recent budget to address the shortfall and some of the challenges the state faces looking forward.

Evaluation of the 2006 Community Clinic Core Support Initiative: Baseline Report

For the past four years, Blue Shield of California Foundation has provided more than $22 million in core support funding to community health clinics, clinic parent corporations, and clinic consortia/networks through an annual Community Clinic and Consortium Core Support Initiative. The Foundation engaged LaFrance Associates, LLC in October 2006 to create a multi-year evaluation plan and conduct a baseline assessment of the 2006 Clinic Core Support Initiative grantees. The primary goals of this evaluation are to establish baseline measurements for the Foundation’s 178 clinic and parent corporation grantees and inform the debate in the field of philanthropy about the potential impact core support funding can have on community clinics.

Seniors Living at Home: How can Information Technology Support Improved Health and Well-Being?

Research suggests that certain emerging information technology (IT)
applications show promise in improving health and safety for seniors at
home by improving the flow of information among healthcare personnel,
family members and seniors. But despite the appeal of these
technologies, progress toward wide-scale deployment has been slow. This
issue brief discusses the challenges facing seniors who are aging at
home, and how technology can help promote their health and well-being.

Strengthening the Safety Net: Core Support for Community Clinics Evaluation Report

Blue Shield of California Foundation launched the annual Community
Clinic and Consortia Core Support Initiative in 2003. The Clinic
Initiative grants provide clinics with the flexibility to cover
whatever they need most, from utility bills to hiring new staff to
expanding services. This report represents the first, comprehensive
evaluation of the Foundation's Core Support Initiative.
