Eligibility Guidelines
What We Fund
Most Blue Shield of California Foundation grantmaking is by invitation or through Foundation-led Initiatives. For more information on these Initiatives, visit the Health Care and Coverage or Blue Shield Against Violence program pages.
Unsolicited requests for support are welcome for projects that serve Californians and pursue activities related to at least one of the program objectives listed below:
Health Care and Coverage
- Identifying and cultivating key policy leaders who will catalyze universal coverage through a shared responsibility approach
- Coordinating forums that advance shared responsibility health reform efforts among diverse stakeholders
- Strengthening leadership of community clinics to deliver high quality care for uninsured Californians
- Strengthening financial management skills of community clinics
Blue Shield Against Violence
- Connecting and strengthening the network of domestic violence service organizations in California through:
- Collaboration, coordination, and building linkages among domestic violence service providers
- Increasing operating efficiency across the network of California DV organizations
To be eligible for a Blue Shield of California Foundation grant, organizations must also meet the following organizational requirements:
- A mission consistent with the goals and mission of Blue Shield of California Foundation.
- Non-profit and tax-exempt organization under 501(c)(3) of the Internal Revenue Service Code (IRC) and defined as a public charity under 509(a) 1, 2, or 3 (types I, II, or a functionally integrated type III)
- A reputation for credibility and integrity
What We Don't Fund
- Award dinners, special events, competitions, athletic events, or tournaments
- Capital construction
- Television or film production
- Religious organizations for religious purposes
- Political causes, candidates, organizations or campaigns
- Grants to individuals (with the exception of the regulated Blue Shield of California Employee Scholarship Program)
- Grants to 509 (a) 3, type III supporting organizations that are not "functionally integrated"
- Direct medical, specialty, or social services
- Subsidies to individuals for insurance coverage
- Individual outreach and enrollment activities for public health insurance programs
- Case management
